Looking on forums and help I saw this description:

It’s really amazing, to repair the error you need to dowload updates but you can’t because of the bug on IE and the fact that you can’t run Windows Update with something else of IE… Do you see the issue?

In brief he solution is :
Execut the following commands (Start > Execut)
regsvr32 Softpub.dll
regsvr32 Mssip32.dll
regsvr32 Initpki.dll
(regsvr32 this command-line tool registers .dll files as command components in the registry.)

Then I install Firefox and explain the avantage of such a browser. The browser used by the family in this home was the “Wanadoo Browser” (seems to be an IE with Ongle option) who can’t access on secure web site too…
